Civil Service Academy of Turkmenistan discusses prospects of e-governance introduction

AKIPRESS.COM - More than 20 information technology specialists from government institutions discussed possibilities of introducing information and communication technologies (ICT) in public service delivery in Turkmenistan during a two-day round table. The event was hosted by the Civil Service Academy under the President of Turkmenistan and funded by the United National Development Programme (UNDP).

The purpose of the roundtable was to discuss the potential of introducing e-governance services for the population within ministries and other public institutions of Turkmenistan. The main topics deliberated were existing good practices and different models of introducing e-governance, and a prioritization exercise for identifying pilot services to be developed as electronic service delivery projects.

“E-governance is actively promoted in many countries around the world. Information and communication technologies could be used to make services for the population even more accessible. UNDP plans to support the Government of Turkmenistan in advancing the use of technologies in public service during the next programme of 2016-2020,” said UNDP Deputy Resident Representative, Vitalie Vremis.

Participants of the roundtable debated about existing and necessary technical conditions for developing and functioning of a robust e-governance system, such as reliable and fast access to internet and data security. On the example of the case studies from European and Asian countries, participants brainstormed resource mobilization technics for the pilot projects.

As part of the planned piloting of e-governance, participants considered the needs and possibilities of integrating it into the institutional development plans, discussed mechanisms of institutionalization of the e-governance and services. Members agreed to develop a road-map and raise the topic for discussion on the administrative level in their respective institutions.
