New Geographic Information Center launched in Naryn

AKIPRESS.COM - Mayor of the town of Naryn Rakhat Adiyev, General Manager of the Aga Khan Foundation (Geneva) Michael Kocher and Naryn Town Council members officially marked the opening of the Geographic Information (GIS) Center of the Naryn Town Administration.

GIS is a computer system that captures, stores, checks and displays data relating to objects on the Earth’s surface. The system allows employees of municipal enterprises to get regulated access to definitions of any object, for instance, network of wells, chambers, pumping stations; daily schedules of water consumption and operation of pumping station, etc. Best practices demonstrate that a unified information base in municipal management helps LSG to effectively plan and manage public services while allowing the population to access information and resources to improve civic monitoring of municipal services.

The GIS Center of the Naryn Town Administration is equipped now with three workstations serving as a web server, Virtual Private Network Server (VPN), GIS Server, as well as printing appliances procured through the GIS Technique for Strengthening Participatory Urban Planning in Naryn Town Project undertaken with the financial support of the Government of Canada, provided through the Department of Foreign Affairs, Trade and Development (DFATD) and Aga Khan Foundation Canada (AKFC).

The GIS Technique for Strengthening Participatory Urban Planning in Naryn Town Project is aimed at strengthening cooperation of local governments and civil society organizations to improve the quality of water and sanitation services through the implementation and sharing of innovative management practices.

A local GIS Task Force will attend trainings organized at the center, and in the future the team will be involved in the data collection and development of a water supply and solid waste removal town e-map. The thematic interactive map of the city will be posted on the website of Naryn and handed over to the municipal service companies Vodokanal (water services) and Taza-Naryn (garbage collection services) for daily management.

During the opening ceremony, the Naryn Town Administration and MSDSP KG signed a memorandum of understanding and expressed their desire to join forces to improve the quality of municipal water and sanitation services in Naryn through the implementation of innovative management technologies.

At the event, 38 graduates of the Capacity Building of Civil Society Organizations Program were awarded the certificates for the Local Budget, Municipal Management and Water Resources Management courses organized within the project through the School of Professional and Continuing Education of the University of Central Asia.
